  4.    logfile and starting fresh.  normally this happens at midnight,
  5.    but on some busy systems where many other processes do things
  6.    at midnight, you might want to set this to a different time,
  7.    like 3am.  the time is a number, in military time with no other
  8.    characters, like "0300" or "2200".
